為落實(shi)集(ji)團和公(gong)(gong)(gong)司(si)(si)關(guan)于推進(jin)項(xiang)目(mu)結(jie)算(suan)清欠債(zhai)權(quan)有關(guan)工(gong)作(zuo)要求,繼續(xu)做好公(gong)(gong)(gong)司(si)(si)工(gong)程結(jie)算(suan)、應收賬(zhang)款清欠工(gong)作(zuo),提高公(gong)(gong)(gong)司(si)(si)資產流動性,降低壞賬(zhang)風險,持續(xu)降低公(gong)(gong)(gong)司(si)(si)“兩(liang)金”,推進(jin)巡察(cha)整改工(gong)作(zuo),結(jie)合(he)公(gong)(gong)(gong)司(si)(si)實(shi)際(ji)情況,7月(yue)中旬(xun)至(zhi)8月(yue)上旬(xun),由公(gong)(gong)(gong)司(si)(si)分管領(ling)導帶(dai)隊(dui),財務(wu)(wu)部與(yu)工(gong)程管理(li)部組織(zhi),債(zhai)權(quan)清欠管理(li)辦公(gong)(gong)(gong)室、法律事務(wu)(wu)部、紀(ji)檢監(jian)察(cha)室參加(jia),深入各(ge)分公(gong)(gong)(gong)司(si)(si)召開項(xiang)目(mu)結(jie)算(suan)清欠債(zhai)權(quan)工(gong)作(zuo)推進(jin)會。
本次推進(jin)會(hui)主要是對各完工(gong)未決(jue)(jue)算(suan)和應收(shou)(shou)賬款項(xiang)(xiang)目進(jin)行(xing)逐一梳理(li),明(ming)確催(cui)收(shou)(shou)責(ze)任人,建立決(jue)(jue)算(suan)及(ji)債(zhai)(zhai)權催(cui)收(shou)(shou)目標,將目標與(yu)項(xiang)(xiang)目經理(li)、分公司的(de)(de)業績考核(he)(he)掛鉤,加大考核(he)(he)力度(du)(du),加快推進(jin)結算(suan)進(jin)度(du)(du)和債(zhai)(zhai)權的(de)(de)回(hui)收(shou)(shou)工(gong)作,工(gong)程(cheng)部(bu)負責(ze)已完工(gong)未決(jue)(jue)算(suan)項(xiang)(xiang)目的(de)(de)決(jue)(jue)算(suan)工(gong)作,財務(wu)部(bu)負責(ze)已決(jue)(jue)算(suan)項(xiang)(xiang)目的(de)(de)回(hui)款工(gong)作,紀檢監察室督辦。
總會計師張元斌提出四點要求。一是提高(gao)政治站位,重視降(jiang)“兩金(jin)(jin)”的重要性。對應收債(zhai)(zhai)款及存(cun)貨要認真梳理(li),在承諾時間內完成(cheng)決算(suan)與債(zhai)(zhai)權(quan)回收工(gong)作;二是項目(mu)(mu)結(jie)算(suan)清欠(qian)債(zhai)(zhai)權(quan)工(gong)作進行常態化管理(li)。確保(bao)規范化、協調好并強(qiang)化督(du)辦,提升企業(ye)管理(li)水平。三(san)是提高(gao)資(zi)金(jin)(jin)使用效率,降(jiang)低(di)資(zi)產負債(zhai)(zhai)率。意識到推(tui)進項目(mu)(mu)結(jie)算(suan)清欠(qian)債(zhai)(zhai)權(quan)是加快公(gong)司資(zi)金(jin)(jin)回籠速(su)度,有利于(yu)公(gong)司高(gao)質量發展。四是通過(guo)項目(mu)(mu)結(jie)算(suan)清欠(qian)債(zhai)(zhai)權(quan)會議的推(tui)進,確保(bao)歷史問(wen)題越來越少,不能把新(xin)問(wen)題演變成(cheng)歷史問(wen)題。
