安慶石化循環(huan)水(shui)(shui)排污(wu)水(shui)(shui)治理(li)(li)項(xiang)目(mu),位于安慶石化廠區煉油老區原煉油一部II常減壓裝置區域(yu),占地12000多平(ping)方米。工程(cheng)內容(rong)包括:新建(jian)預處(chu)理(li)(li)加藥間、鼓(gu)風機棚(peng)、雙膜(mo)廠房(fang)、高(gao)密池(chi)、RO濃水(shui)(shui)池(chi)等(deng)構筑物;新建(jian)2座3000m3均質調節罐、污(wu)泥脫(tuo)水(shui)(shui)設(she)(she)備、濃縮池(chi)刮(gua)泥機等(deng)設(she)(she)施(shi);新增1套(tao)DCS控制系統、14臺(tai)分析儀(yi)表(biao)及配(pei)套(tao)相應的機泵、管線、自控儀(yi)表(biao)等(deng)輔助(zhu)設(she)(she)施(shi)。該項(xiang)目(mu)投(tou)資(zi)1.84億,合同金額(e)4500萬。該項(xiang)目(mu)通(tong)過(guo)新建(jian)循環(huan)水(shui)(shui)排污(wu)水(shui)(shui)處(chu)理(li)(li)設(she)(she)施(shi)將含鹽污(wu)水(shui)(shui)等(deng)處(chu)理(li)(li)達(da)標后排放。
由于石化項(xiang)(xiang)(xiang)目(mu)(mu)的特殊性,項(xiang)(xiang)(xiang)目(mu)(mu)部高度(du)重視(shi)項(xiang)(xiang)(xiang)目(mu)(mu)安(an)(an)全(quan)(quan)(quan)工(gong)作,堅守底(di)線多舉(ju)(ju)措保(bao)(bao)(bao)安(an)(an)全(quan)(quan)(quan),一(yi)是嚴格(ge)按照中(zhong)國石化HSE管理(li)體系手冊要求,全(quan)(quan)(quan)員牢(lao)記和遵守5條(tiao)(tiao)(tiao)安(an)(an)全(quan)(quan)(quan)生產禁(jin)令、5條(tiao)(tiao)(tiao)生態環境保(bao)(bao)(bao)護(hu)禁(jin)令、12條(tiao)(tiao)(tiao)保(bao)(bao)(bao)命(ming)條(tiao)(tiao)(tiao)款,強(qiang)化全(quan)(quan)(quan)員責(ze)任心,落實各級崗位責(ze)任制。二是將(jiang)組(zu)(zu)織開(kai)展(zhan)重大(da)(da)危險(xian)源檢查作為(wei)一(yi)項(xiang)(xiang)(xiang)常規(gui)化工(gong)作舉(ju)(ju)措,做(zuo)好(hao)(hao)項(xiang)(xiang)(xiang)目(mu)(mu)部風險(xian)再識別,落實風險(xian)動態管控。三是督促施(shi)工(gong)班(ban)(ban)組(zu)(zu)加強(qiang)自主管理(li),并通(tong)過下(xia)發整改(gai)單、約談、考核等方式要求施(shi)工(gong)班(ban)(ban)組(zu)(zu)舉(ju)(ju)一(yi)反三抓好(hao)(hao)整改(gai)。項(xiang)(xiang)(xiang)目(mu)(mu)部始終(zhong)踐行“生命(ming)至上 安(an)(an)全(quan)(quan)(quan)為(wei)天”安(an)(an)全(quan)(quan)(quan)理(li)念,截(jie)至目(mu)(mu)前項(xiang)(xiang)(xiang)目(mu)(mu)部累計安(an)(an)全(quan)(quan)(quan)教育(yu)培(pei)訓382人,召(zhao)開(kai)安(an)(an)全(quan)(quan)(quan)早會(hui)189次(ci),召(zhao)開(kai)安(an)(an)全(quan)(quan)(quan)專題會(hui)議56次(ci),進行專項(xiang)(xiang)(xiang)安(an)(an)全(quan)(quan)(quan)交底(di)89次(ci),未(wei)發生重大(da)(da)機械設備事(shi)故、重大(da)(da)火災等質(zhi)量(liang)、安(an)(an)全(quan)(quan)(quan)事(shi)故。

安(an)慶石(shi)化(hua)循(xun)環水排污水治理項(xiang)(xiang)(xiang)(xiang)目(mu)自開工(gong)(gong)(gong)(gong)以來,為(wei)順利(li)完(wan)成各(ge)項(xiang)(xiang)(xiang)(xiang)節點(dian)(dian)任(ren)務,項(xiang)(xiang)(xiang)(xiang)目(mu)部集思(si)廣益,降本增(zeng)效(xiao)(xiao),為(wei)提高項(xiang)(xiang)(xiang)(xiang)目(mu)經濟效(xiao)(xiao)益、提升(sheng)工(gong)(gong)(gong)(gong)程品質,通過從設計優(you)(you)化(hua)、工(gong)(gong)(gong)(gong)藝優(you)(you)化(hua)、施(shi)(shi)工(gong)(gong)(gong)(gong)措施(shi)(shi)等方面(mian)采用(yong)裝(zhuang)配(pei)式施(shi)(shi)工(gong)(gong)(gong)(gong)方案,將項(xiang)(xiang)(xiang)(xiang)目(mu)難點(dian)(dian)的(de)主體為(wei)2臺(tai)單臺(tai)容積3000m3,直徑15.15米,高度約17.82米的(de)質調節儲(chu)罐利(li)用(yong)倒裝(zhuang)法施(shi)(shi)工(gong)(gong)(gong)(gong)技術(shu)措施(shi)(shi)進行安(an)裝(zhuang),這一創新舉措大大提高了施(shi)(shi)工(gong)(gong)(gong)(gong)效(xiao)(xiao)率(lv)(lv)。此外項(xiang)(xiang)(xiang)(xiang)目(mu)部科(ke)技賦能重人(ren)(ren)才,利(li)用(yong)BIM模型(xing)等方式科(ke)學管控施(shi)(shi)工(gong)(gong)(gong)(gong)現場(chang),加(jia)強風險(xian)識別,建(jian)立安(an)全風險(xian)分級管控長效(xiao)(xiao)機制,調用(yong)“能干會算(suan)”專業(ye)全才、“一專多能”復合(he)型(xing)人(ren)(ren)才,加(jia)班加(jia)點(dian)(dian),“白加(jia)黑”和“五(wu)加(jia)二”交替進行,上(shang)下(xia)齊(qi)心克(ke)服設計圖紙不(bu)全面(mian)、作業(ye)內容不(bu)清晰、現場(chang)條件不(bu)完(wan)備(bei)等各(ge)種(zhong)不(bu)利(li)因素,凝聚(ju)團隊合(he)力完(wan)成項(xiang)(xiang)(xiang)(xiang)目(mu)生產。目(mu)前項(xiang)(xiang)(xiang)(xiang)目(mu)現場(chang)進度已超前30天且工(gong)(gong)(gong)(gong)程技術(shu)質量(liang)合(he)格率(lv)(lv)100%,正在進行的(de)雙模廠(chang)房(fang)建(jian)造和安(an)裝(zhuang)工(gong)(gong)(gong)(gong)作已完(wan)成80%,項(xiang)(xiang)(xiang)(xiang)目(mu)整(zheng)體完(wan)成98%,已完(wan)成合(he)同金額4020萬(wan)元,產生利(li)潤(run)184萬(wan)元。

該項目(mu)完工(gong)運(yun)行后可有效(xiao)減少(shao)安慶石化污(wu)水(shui)外排(pai),提高污(wu)水(shui)回(hui)用率,減少(shao)化水(shui)站的生產給水(shui)消耗(hao),提升裝置環保效(xiao)能,對實現公(gong)司高質量(liang)發展,建設綠色(se)環保型企業具有重大意義。
